The liberal tolerance policy in the Netherlands enables you to openly smoke hash and to freely grow cannabis plants for personal use (maximum 30 grams), but be smart and never export cannabis. Hard drugs are strictly forbidden in the Netherlands at all times!

No drugs for foreigners?

The increasing number of drug tourists in Holland have unfortunately led to more crime. Therefore the Dutch government has introduce a so called weedpass (smoke identity card). With this personal ID-card only Dutch citizens are allowed to buy grass & hash and foreigners, such as Germans, Belgians and French are being banned. This weedpass policy was introduced in 2012 but is only valid at the border area of the Netherlands (province of Limburg, Brabant and Zeeland). Since 2013, all Dutch coffeeshops are allowed to sell weed to Dutch citizens only, so foreigners are forced to buy their grass on the black market.

To enter a Rotterdam coffeeshop you must prove that you're over 18 and a Dutch resident by showing a photo ID such as a passport. Coffeeshops in Rotterdam serve no alcohol and close at midnight. You are only allowed to buy up to 5 grams of cannabis at a time. The regulations for coffee shops in Rotterdam are getting stricter every year.

Price of a joint in the Netherlands

To protect our children, nowadays coffee shops must close their doors if a school is located in the immediate vicinity. That is why the number of good coffeeshops has dramatically dropped in the last few years. In Rotterdam Grass is generally cheaper as in Amsterdam, because the demand of tourists is just slightly lower in Rotterdam. Most coffeeshops are located in the South of Rotterdam city centre. On the streets, there are no fixed prices for soft drugs; coffeeshop owners have a price list. In Rotterdam you pay approximately €3,00 to smoke a joint.
